Hayes elaborates that from now till 2028, the U.S. Treasury is poised to issue substantial new debt both to manage existing obligations and cater to rising deficits estimated at $2 trillion annually. This scenario could require over $15 trillion in new Treasury issuances in upcoming years. Hayes anticipates the U.S. Federal Reserve will play a pivotal role as a major debtor, with significantly less reliance on foreign central banks due to the predicted influx of these financial instruments into the market.
